美FDIC提议对稳定币发行方实施《银行保密法》与制裁合规要求
BlockBeats 消息，5 月 23 日，美国联邦存款保险公司（FDIC）宣布提出新规，拟为受其监管的稳定币发行方建立《银行保密法》（BSA）及制裁合规标准。
根据《GENIUS Act》要求，美国联邦银行监管机构需为稳定币发行方制定监管框架。此前，FDIC 已提出两项规则，分别涉及银行子公司申请成为稳定币发行方的流程，以及资本、流动性与风险管理要求。
最新提案则进一步要求稳定币发行方遵守反洗钱/反恐融资（AML/CFT）、经济制裁及相关报告义务，包括美国金融犯罪执法网络（FinCEN）与外国资产控制办公室（OFAC）制定的相关规定。同时，FDIC 还计划建立针对 AML/CFT 项目的监督与执法机制。
该提案将在《联邦公报》发布后开放 60 天公众意见征询期。
